The value flow of infrastructure projects is mapped, which allows showing the problems caused by waste in this flow. The issues are related to formal and informal policies and threads that condition workflows. The system dynamics model was used to study the systemic structure. The systemic model allows us to identify the cause-effect relationship between the elements in interaction in the model. Different states of intervention are simulated to suggest improvement actions by progressive elimination of wasteful activities in the value chain with the application of the principles and tools of Lean Construction in the short and medium terms.
